Storm Water Management

The Oklahoma Turnpike Authority (OTA) has prepared this Storm Water Management Program (SWMP) document which provides descriptions of all activities that will be conducted on behalf of OTA to meet its obligations under the Oklahoma Department of Environmental Quality (ODEQ) General Permit for Phase II Municipal Separate Storm Sewer System Discharges within the State of Oklahoma (OKR04).

This SWMP Phase II was originally submitted on May 6th 2005, along with the Notice of Intent (NOI) that together constitutes the application for coverage under the OKR04 general permit. At the request of DEQ, the SWMP was revised and resubmitted in January 2006.

All six Minimum Control Measures (MCMs) have been addressed in this SWMP. In addition, the OTA has not elected to incorporate the “Seventh MCM” into the SWMP in which OTA could have continuous coverage for all future municipal construction activities. OTA does intend for this SWMP to serve as the formal submittal to meet OTA obligations under both Phase I and II NPDES permit requirements for statewide construction projects that have one or more acres of earth disturbing activities. OTA will make up a lump sum payment on an annual basis to the ODEQ for the coverage under this permit. Notices of Intent (NOI) will still be submitted to the ODEQ for each construction project in order to keep the ODEQ informed about OTA’s statewide construction program.

Each MCM has a number of Best Management Practices (BMPs) that constitute the core activities pertaining to each MCM. Appendices summarize the BMPs and provide Measurable Goals for each BMP, along with descriptions, implementation schedules and rationale for each BMP. In addition, the SWMP text includes a BMP summary table for each MCM.

Every reasonable effort has been made to comply with all requirements in the State's OKR04 general permit for small Municipal Separate Storm Sewer Systems (MS4s). To this end, verbatim passages of the OKR04 text were duplicated into the SWMP, as appropriate.

OTA Plans to participate in the regional effort regarding public education and public participation by partnering in the development of environmental brochures, litter pickup events, tree and wildflower planting and training for OTA personnel.
